State Support for National Exports

The continued support of the Tunisian State is a major asset that enables COTUNACE to accompany Tunisian exporters on both their traditional and newly prospected markets.

In this context, COTUNACE manages for the Tunisian State, the main shareholder of the Company, two Guarantee Funds:

  • The "FGRE" Export Risk Guarantee Fund,
  • Dhamen Finance, Preshipement Export Financing Guarantee Fund

The Export Risk Guarantee Fund "FGRE"

The Export Risks Guarantee Fund (FGRE) was established under:

  • Decree 85-9086 of 31 July 1985 establishing the terms and conditions for intervention and management of the FGRE (repealed),
  • Law 97-24 of 28 April 1997 relating to the insertion of Title IV in the Insurance Code concerning export insurance: in force,
  • Decree 98-1690 of 31 August 1998 establishing the terms and conditions for the operation of the FGRE; amended by Decree 2002-2074 of 10 September 2002: in force.

The FGRE guarantees non commercial (political) risks (wars, riots, non-transfers ...) and "extraordinary" commercial risks which concern important export operations with essential interest to the national economy.

Since its creation in 1985, the management of this Fund has been entrusted to COTUNACE. A Guarantee Committee chaired by the Chairman and Chief Executive Officer of COTUNACE decides on the guarantees granted.

Preshipement Export Financing Guarantee Fund “Dhamen Finance”

The Fund of the Export Financing Guarantee before Expedition “Dhamen Finance” was established under:

  • Law 99-95 of 6 December 1999 relating to the creation of the Dhamen Finance Fund: in force.
  • Law 36-2019 of 16 April 2019 amending Law 99-95 of 6 December 1999, setting the new terms and conditions for the management of Dhamen Finance and widening the field of its intervention
  • Decree 2019-889 of 17 October 2019 fixing the conditions of cover and the modalities of operation of Dhamen Finance which repealed and replaced Decree n ° 2000-23 of 3January 2000.

Dhamen Finance is the Prefinancing Guarantee Fund for Exports (pre-shipment financing). It is set up under the Export Development Program, financed by the World Bank.

Since its creation in 2000, the management of this Fund has been entrusted to COTUNACE. Its mission is to encourage banks to grant prefinancing Export credits to finance the phase of production of the exporting companies, that they are firstly, partially or totally exporting and to help them develop more their activities.

Dhamen Finance is the guarantee for your bank to facilitate the pre-financing of your exports without needs of mortgage security.
